The Zoning Code, and accompanying documents, are tools the City uses to implement its General Plan. These development codes establish basic regulations applicable to each zone and land use to ensure an appropriate distribution of land uses, and orderly development of the City. A specific plan is a tool a city may use to implement the goals, objectives, and policies of its General Plan. Similar to a Zoning Code, such plan will contain detailed standards, distribution of land uses, infrastructure requirements, and implementation measures for orderly development of the City. However, unlike a citywide Zoning Code a specific plan is intended for a specific geographic area. This allows for greater flexibility and provides an opportunity to focus regulations and standards on the goals of this specific area. The Moran and Weststate Street area is one such area the City focused its effort and developed a specific plan, which was approved by the City Council in March 2012.
